Form 15CA has 4 parts. Which part you file depends on whether the payment is taxable, the amount, and whether you have a CA certificate or AO order.
Taxable remittance — up to ₹5 Lakh in FY
Self-declaration by remitter. No CA certificate (Form 15CB) required. Filed when the taxable remittance or aggregate does not exceed ₹5 lakh during the financial year.
Taxable > ₹5L + AO Order u/s 195/197
Filed when taxable remittance exceeds ₹5 lakh AND you have obtained an order/certificate from Assessing Officer under Section 195(2), 195(3), or 197 (lower/nil TDS certificate).
Taxable > ₹5L + CA Certificate (15CB)

From 1 April 2025, the TCS threshold on LRS remittances is raised to ₹10 lakh. TCS is collected by banks/authorized dealers and is refundable when filing ITR.

LRS limit of USD 250,000 is per individual per financial year — a family of 4 can remit up to USD 1 million. Minors can also remit through their guardian. The limit includes all purposes combined (education + travel + investment = total ≤ USD 250,000). Remittance for purchase of lottery tickets, banned magazines, prohibited items is not allowed. Companies, firms, trusts, and HUFs cannot use LRS — only resident individuals. Banks report all LRS transactions to RBI. PAN is mandatory for LRS transactions.

Form 15CA is an online declaration filed by the remitter on incometax.gov.in before sending money outside India. It ensures TDS compliance on payments to non-residents. Form 15CB is a certificate issued by a Chartered Accountant certifying the nature of payment, applicable TDS rate, DTAA provisions, and tax compliance. 15CB is mandatory when taxable remittance exceeds ₹5 lakh in a FY and no AO order exists.
Under RBI's Liberalised Remittance Scheme (LRS), all resident individuals (including minors through guardians) can remit up to USD 250,000 per financial year. This covers education, medical, travel, investment, gift, maintenance, and other permitted purposes. The limit is per person per year — a family of 4 can send up to USD 1 million. Companies, firms, and trusts cannot use LRS.

Rule 37BB lists 33 categories of payments where 15CA/15CB is not required — including imports, education fees, medical treatment, travel expenses, gifts to relatives, and other personal transfers by individuals under LRS that don't need prior RBI approval. Also not required when: payment is not taxable under Income Tax Act, payment is credited to NRO account (not remitted abroad), or amount is below ₹5 lakh and not taxable. However, banks may still request forms under internal controls.
Section 195 requires TDS deduction on any payment to a non-resident that is chargeable to tax in India — rent, property sale proceeds, professional fees, interest, royalty, etc. TDS rates depend on the nature of income and applicable DTAA. For property sale: 12.5% on LTCG (after indexation), 20% on STCG. NRIs can apply for lower/nil TDS certificate under Section 197 to reduce withholding. The buyer/payer must file TDS return and issue Form 16A.
Under Section 271I, penalty of up to ₹1,00,000 for non-filing or furnishing inaccurate information in Form 15CA. Banks will refuse to process the remittance without a valid 15CA acknowledgement. Filed Form 15CA can be withdrawn within 7 days if needed. There is no time limit for filing 15CA, but it must be filed before the remittance is made.
For Form 15CB, provide: PAN of remitter and remittee (if available), passport copy (for NRIs), last 2-3 years ITR copies, Form 26AS / AIS, NRO & NRE bank statements, property sale agreement (if applicable), TDS challans, TRC (Tax Residency Certificate) for DTAA benefit, Form 10F (for non-residents claiming DTAA), and invoice/contract for the payment.
