The Government of India, in collaboration with State Governments, has announced the launch of the “Mera Bill Mera Adhikaar” scheme, set to begin on September 1, 2023. This invoice incentive scheme aims to foster a culture where customers routinely ask for invoices or bills for their purchases. The primary goal is to instigate a cultural and behavioral change among the general public, emphasizing the right and entitlement to request a bill.

The scheme details are as follows:

  1. Launch and Pilot Regions: The scheme will initially be piloted in Assam, Gujarat, Haryana, and the Union Territories (UTs) of Puducherry, Dadra Nagar Haveli, and Daman & Diu.
  2. Eligibility and Participation: All B2C (Business-to-Consumer) invoices issued by GST-registered suppliers in these regions, with a minimum invoice value of Rs. 200, will be eligible. Any resident of India can participate, uploading a maximum of 25 invoices per month through the mobile app or web portal.
  3. Invoice Submission and Draws: Invoices can be uploaded to the ‘Mera Bill Mera Adhikaar’ mobile app or the web portal. An Acknowledgement Reference Number (ARN) will be generated for each uploaded invoice, which will be used for prize draws. These draws will occur monthly and quarterly (bumper draw), with various prize amounts.
  4. Prize Details: Monthly draws will offer 800 prizes of Rs. 10,000 each, and 10 prizes of Rs. 10,00,000. The quarterly bumper draw will award 2 prizes of Rs. 1,00,00,000 each.
  5. Additional Requirements: Participants need to provide details like GSTIN of the supplier, invoice number, date, value, and the customer’s state/UT at the time of uploading. Duplicate uploads or invoices with inactive or fake GSTINs will be rejected. Winners will be notified via SMS or push notification and must provide additional information for the transfer of the prize money.
  6. Duration: This pilot scheme is slated to run for 12 months.
  7. Winning person will be requested to provide some additional information like PAN number, Aadhar Card, Bank Account Details, etc, through the app/web portal, within a period of 30 days from such date of informing them (date of SMS/App/Web Portal Notification), for enabling transfer of the winning prize to them through the said bank account.
